"I almost don't have words for how low it made me feel," she says. "To truly feel in the bottom of my heart that, if I'm anything, it's a good mother and everything you do is for your kids. To be stripped of that to the point where you are handcuffed in front of them."


Police records documenting the incident said officers handcuffed and later released Jaylin when they realized he wasn't the suspect they were looking for. But those records leave out key details and information about what he and his younger brother experienced that night. Hours of body camera video also raise questions about how the family was treated.


"Someone needs to be held accountable," Quarnita added. "I guarantee you if it was two Caucasian kids walking down the street, the situation would have been totally different. But my sons are African Americans. It's just a free for all."


An analysis of federal data by USA TODAY showed that of the 5- to 9-year-olds arrested between 2000 and 2019, Black children comprised 43%, even though they make up only 15% of kids that age. That discrepancy among young children is even greater than the rate at which Black teens face police action at high schools.


The photo sparked public outrage over the authorities aggressive handling of the boys, with several commenters, including Krepp, calling the officers' decision to handcuff and detain the teens a racial injustice.


The park's police are still being requested to explain why the officers decided to handle the situation with such severity. In a letter to park Police Chief Robert MacLean on Friday, Democratic D.C. Council member Charles Allen asked why the agency thought it was appropriate to arrest the teens for something as menial as selling water bottles, NBC Washington reported.


Although Allen admitted that the teens were in violation of the park's vending laws, he noted that the officers would have most likely taken a softer approach if it had been small children running a lemonade stand at the same location.


"While I understand the need to maintain consistency in permitted actions, I do not understand why the enforcement cannot take place with uniformed personnel and actions less severe than handcuffing individuals suspected of the sales. I can't help but think how the reaction by these same officers might have varied if different children had set up a quaint hand-painted lemonade stand on the same spot," Allen wrote. "While still the same violation of selling a beverage without proper permits and licenses," Allen wrote. "I doubt we would have seen little girls in pigtails handcuffed on the ground."

After the fifth offense there was a meeting with a truant officer. We were late twice since then, which resulted in the surprise of three officers showing up on this Sat night ( 1.21.2012), Â where I was literally handcuffed and brought to the Adult Detention Center to meet with the magistrate who chose to release me with a $3,000 bond promised to be paid if I fail to show up for the arraignment in a few days. Being free range means learning to deal with things and not avoiding consequences, yes, but that means REASONABLE consequences, not outrageous ones. You do not take a sledgehammer to put in a thumbtack unless you want to break the wall.


Christi, Jenn, and all other who are being so judgmental, think about it. You are being just as bad as any helicopter parent, only over a different issue. They feel as strongly about free-range being bad as you seem to about tardiness in school being bad.


Since you read this blog, I am assuming (perhaps wrongly) that you are free-range parents. How would you feel if you were hauled off, under arrest, because of something related to being free-range, because someone else saw it as unnecessary child endangerment?


Yes, we were late. We are human, and sometimes this involves choices that may force you to break a rule. We do not make a habit of it, but being free range to me means thinking a rationalizing each situation, not jumping to conclusions. That is also what makes a good teacher, too.


@Cheryl W, the oldest children are now older teens and have not been in her custody for a number of years because she allowed her second husband to abuse them. The tardiness she had with them was when they were in elementary school, about ten years ago.


Witnesses said the teen came out of the vehicle with his hands up and Reiman grabbed the teen and punched him in his eye, making him fall. The officer then reportedly punched the teen more than a dozen times before he was handcuffed. A second officer then kicked him in the face.


A new study published in JAMA Internal Medicine reports that "the first sexual experience for 1 in 16 U.S. women was forced or coerced intercourse in their early teens"--and often perpetrated by persons nearly a decade senior to the survivors.


Lenore Skenazy reinvigorated debates about best parenting practices when she decided to let her 9-year-old ride the New York City subway alone (with a map, MetroCard, and cash) to instill in him independence in 2008. After the court of public opinion contested whether she was a terrible or great parent, Skenazy wrote a book on her philosophies and coined the term "free-range parenting."


The idea was to let her child engage in "various activities without stifling supervision." Unforunately, many parents who subscribe consciously or not to Skenazy's "free-range" style have encountered the scary side-effects of leaving their children without supervision: interference from child services or the police.


A mother in Chicago allowed her 8-year-old to walk their dog around the block. After the girl arrived safely home, the police stopped at their home upon receiving an anonymous tip about a child walking alone. The investigations that ensue in these scenarios are looking for child neglect. And even if the parents under investigation are cleared by officials (whether child services or the police), they have to endure "invasive and stressful" investigations that can not only be humiliating but are often considered a waste of time and resources. "Experts say that the problem stems from vague laws that often ensnare well-meaning parents who are trying to give their children freedom or responsibility."


Society is pushing back, though, against what it considers unreasonable surveillance of reasonable parenting. The free-range parenting concept has now translated into law in Utah. State Senator Lincoln Fillmore (R) sponsored the measure, which exempts a range of activities children of a "sufficient age" can do without supervision from the definition of child neglect. These activities include walking, running, or biking to and from school or recreational facilities as well as playing outside or staying inside at home unattended. While the bill was in committee earlier this year, Fillmore told Fox 13:


While the ACLU represented Doe in her ultimately successfully case to get an abortion, they continue to fight a class-action for other similarly-situation teens. These teens are pregnant and in government custody with the Office of Refugee Resettlement (ORR) within the Department of Health and Human Services. The ORR contracts with local shelters to house the minors.


The report documents instances of shackling during labor and in hospital beds post-delivery. The report also found violations of the law's requirement that pregnant women be transported in vehicles with seatbelts to prevent the danger caused by sliding around in van seats or benches while handcuffed. 041b061a72
